Display flickering when playing games

Brief summary of the problem:
6900XT would flicker when playing games, and very occasionally, when I'm just on the desktop. When left unattended long enough (or sometimes almost immediately), system reboots. It's like the system is not using the maximum amount of power the 6900XT can provide.

- CPU: Ryzen 9 5900X
- GPU: Asrock 6900XT Phantom Gaming D

How to reproduce the issue:
Tried the following games:
- Star Wars JEDI: Fallen Order
- Cyberpunk 2077
- Life is Strange True Colors
- Mass Effect: Andromeda
I noticed that the power doesn't go above 150W (according to CoreCtrl).
I have a ZOTAC GTX 1060 6GB for VMs. Taking it out didn't help. And my gaming PC has 1000W PSU.
I also tried to downclock from the "default" 2660 MHz.
Here's the default before I enabled amdgpu.ppfeaturemask=0xffffffff
