Video artifacts after pc wakes up from suspend.

Describe the issue
In this video: https://streamable.com/2mhu0d I show the issue. I am suspending my laptop and after that I wake it up and you can see the video artifacts. If you don't see them (video quality is poor) here is a frame of the video:
The issue happens EACH TIME I wake up the laptop from suspend.
Regression
The issue was always there.
