RAVEN: HDMI TV screen won't light up after being swiched off

I'm seeing this issue on Linus's tip and agd5f's tree

This might be a duplicate of #1487 (closed) but my machine does boot to KDE Plasma via SDDM, I only see the issue when switching the TV back on
