[Navi 5700XT] Way too high power consumption?

Brief summary of the problem:

With the same settings as in Windows, Linux reports way higher power consumption

Hardware description:

• CPU: Ryzen 1700 @ 3600 Mhz
• GPU: XFX Thicc III Ultra / 5700 XT
• System Memory: 16 GB 3200 Mhz
• Display(s): LG @ 2560x1080
• Type of Diplay Connection: DP

System infomration:

• Distro name and Version: Arch Linux
• Kernel version: 5.8.5
• Custom kernel: Zen
• AMD package version: No Package

How to reproduce the issue:

Configured the highest performance step the with same settings 1900Mhz @ 994mV on the GPU on both Windows and Linux. Read the power consumption reported by AMD Software on Windows and Linux.

Is this the opposite of the MCLK where Linux works with half of the value that one would use on Windows? Would like to confirm if is a misread on the values or if the problem is bigger than that.
