GitLab CI: prepare test against latest libcangjie
- add target to test against latest libcangjie main branch
- libcangjie latest version not yet published to distro and thus should be allowed to fail at the moment.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
