Update the CI to Fedora 41
Fedora 41 has just been released
I'm going to update my laptop to it soon, and Koala has already been
running it since beta, so now is the time to validate the CI for the
future.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
