meson: Move CAIRO_HAS_INTERPRETER to config.h

Uli Schlachter requested to merge psychon/cairo:meson-defines into master

This is what autoconf does and hopefully that means this is the correct thing to do.

I tried looking into #455, but, meh, most of that is more complicated than adding one #define. Instead, I ended up opening #474. Anyway, this PR contains the one good commit that came out of my attempt.
