turnip: do not enable turnip by default on ARM
Do not expand -Dvulkan-drivers=auto (the default) to -Dvulkan-drivers=freedreno on ARM.
Once this is merged, I plan to do a rebase, make sure nothing breaks, and submit an MR upstream.
