Incompatible changes:
- Make VM layout more flexible to allow for SVM with rusticl
  (eventually, hopefully)

Compatible changes:
- Expose soft fault state to userspace as a flag

Matching kernel tree: gpu/uapi-2024-06

Intent is to not release this until the kernel changes I just set Jannau are released & tested by users (which implement most of the GPUVM functional changes, including VM_BIND sparse support with the existing UAPI). Then the risk of this change + the matching kernel changes is relatively minimal since they mostly just touch the UAPI itself.
