Meson build system port of the libvpx library (WebM VP8/VP9 Codec SDK)

Workflow: Create Merge Request against meson branch and merge to meson branch, then cherry-pick into the meson-x.y.z branches which track specific releases and will stay fast-forward. Use merge commits on meson branch to update for new upstream versions.
