Network Manager stub active connection state changed delay

Frédéric Martinsons requested to merge fmartinsons/NetworkManager:nm-stub-ac-state-changed-delay into master

I added a test function to change the delay between two active connection state change during activation or deactivation. It helps me simulate a modem device which can be pretty long to activate.
