nmcli: Move history file to `$XDG_CACHE_HOME`

Summary

Moves the .nmcli-history file from it's previous location (~/.nmcli-history) to $XDG_CACHE_HOME/nmcli-history.

Purpose

Make nmcli comply with the XDG Base Directory Specification and remove the history dotfile from the users home directory. nmcli is one of very few applications (that I use at least), which does not adhere to the XDG Base Directory Specification in this regard.
