Fix handling of addresses and routes for VPNs
Summary
Fix some issues in handling of addresses and routes for VPNs, found while implementing IPv6 support for NM-libreswan ( https://gitlab.gnome.org/GNOME/NetworkManager-libreswan/-/merge_requests/32 )
Purpose
Allow VPNs to return IP configuration with only routes, needed to support mixed IPv4-IPv6 modes.
