systemd: update code from upstream (2024-04-19)

Summary

Sync. systemd upstream code with NetworkManager.

Purpose

As NetworkManager uses systemd upstream dhcpv6 client, we need to sync the code from time to time. It was already a month since the last sync, so doing it again.
