contrib/fedora: use meson to build by default from build_clean.sh

Summary

This MR changes the build_clean.sh script so that it uses meson by default, with Autotools as a secondary option.

Purpose

We are planning to deprecate autotools, so it's a good idea to start updating scripts to use meson by default, with autotools as a fallback option.
