[th/libnm-client-debug] rework and document LIBNM_CLIENT_DEBUG

document LIBNM_CLIENT_DEBUG better.

Also rework (change behavior!) of the flags. It didn't make too much sense previously.

Not it might make more sense, for the purpose at hand.
