[nm-1.40] [RFE] dispatch `dns-change` dispatcher event
Backport the dns-change event feature to nm-1.40 branch.
The git cherry-pick -x has conflicts due to lack of NM_DISPATCHER_ACTION_REAPPLY.
Patch amended.
Manually tested on dns-change event.
