[th/mptcp-1] preparation patches for MPTCP support

Thomas Haller requested to merge th/mptcp-1 into main

  • rename NMPRouteManager to NMPGlobalTracker. I ended up not using this patch, but I think the name is still better, so propose to do the renaming.

  • minor changes. In particular about the address scope (which will be relevant for MPTCP, because we need to know the scope of an address).

Update: turns out, I will need this for MPTCP addresses after all.
