DHCP fallback to link-local

I found a mailing list discussion from last fall that falling back from dhcp to link-local could be implemented in future versions of NetworkManager. Has work on the mentioned "next" branch already been merged? What would be current next steps to implement this?

I assume that would fix the issue of being "stuck" in link-local when having two connections with different priorities as described in #730 (closed) ?
