wifi.cloned-mac-address setting is not observed in 1.46
Summary
When setting wifi.cloned-mac-address to permanent
for all connections in a drop-in config, NM still randomizes the MAC address when associating with an AP.

Steps to reproduce
Configure
[connection] wifi.cloned-mac-address=permanent
in /etc/NetworkManager/conf.d/50-mac.conf
and try to associate with an AP.
In addition, wifi.scan-rand-mac-address
is set to no
in /etc/NetworkManager/NetworkManager.conf
Actual result
ip link
shows a randomized MAC address upon invocation.
Expected result
The HW MAC associated with the NIC.
