NetworkManager-dispatcher.service restarted during shutdown
Generally, NetworkManager-dispatcher.service is in the inactive state and will be activated by systemd when other services send DBUS messages. This is not a problem when the system is running.
However, in the case of systemctl isolate reboot.target, activating the service while shutting down seems to cause the isolate process to be abnormal. Have we considered this? Or is this not something NM needs to address?
