FIX: ipv* tshark tests randomly fails on aarch64

double the timeout in wait for result (to increase stability) and rewrite tests using dynamic wait, (not increase total running time)

remove duplicated "* Bring up " steps in some tshark tests - there seems to be no reason to bring up already upped connection.
