general: add NM_print_config test

Filip Pokryvka requested to merge fp/NM_print_config into main

Add test checking for priority of config files and check they are visible with --print-config.

Check the following:

  • files are checked in order: /usr/lib/, /run/, /etc/ (latest wins)
  • file with the same name overwrites previous dir
  • the same section is overwritten (based on dir and filename lexicographicaly)
