cloud: Fix regression on cloud_ec2_race_with_3_interfaces

After modifications in 8a6584d1 it is failing for NM 1.40 and 1.42. The first execution of nm-cloud-setup should not affect to eth11. Let's add its data to the IMDS mock just before it's needed, and not since the beginning.
