envsetup: install modifications, embed: add option to embed file w/o comments

install changes:

  • add a section for post-pkg-install set ups
  • enable podman.socket after podman installation
  • move pkg installation for publish_behave_logs from setup_pbl.py to envsetup

nmci:

  • add ignore_comments param to nmci.embed.embed_file_if_exists() which, when set to comment marker, embeds only non-empty non-comment lines
