ipv4: make dhcp dscp test el8 friendly

  • ifcfg-rh plugin is not supported
  • tshark <3.0 doesn't support dhcp.option.dhcp filter
  • change to sequential expects then

This is not as failproof as original tshark filters, but should catch regression in NM.
