Fix `vlan_over_bond_reconnect_on_link_revive`

Gris Ge requested to merge cathay4t/NetworkManager-ci:fix_bond_vlan_revive into main

As state in code, NM team hasn't reach conclusion on whether to deactivate the VLAN of bond upon the bond link down yet, patched the test to only check final outcome -- ip found on VLAN of bond after bond port revive.

Resolves: RHEL-5004
