ipv4: fix ipv4_method_shared_with_already_running_dnsmasq

Vladimír Beneš requested to merge devel/vb/ipv4_method_shared_with_already_running_dnsmasq into master

Bringing up tc1 should fail as running dnsmasq prevents shared connection to start correctly. In older versions connection failed too, but it took some time. In new version it's immediate.
