[th/rh2156684-ignore-carrier] general: add tests for handling autoconnect/ignore-carrier with bonds
Add 3 tests related to autoconnect/ignore-carrier handling.
Note that @ignore_carrier_with_bond currently still tests the wrong
behavior, because NetworkManager doesn't behave right. That test will
need adjustment, when NetworkManager is fixed.
