[th/stable-mem-cons2-more] general: increase amount of growing memory for @stable_mem_consumption2

This test sometimes fails. The difference is just larger. That may not be a bug in NetworkManager, but it's unclear why 3000 was chosen as limit (or why 3999 would be a bug).

Just increase the limit.
