glcts: enable kc-cts

This enables the kc-cts (formerly known as GTF) tests for hw supporting GL46. Note that GTF-GL46.{gtf45,gtf46} have to be blacklisted at the moment since these test groups are empty.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
