vulkancts: Add mechanism for disabling some tests on non-daily builds
Some tests take a very long time to execute, and should only run on daily builds. Disabling the two tests in this MR took off ~6 minutes from the gen9 vulkancts runtime on a non-daily (developer) build even when sharded on 4 systems.
