Jenkins: drop configuration backups
Jenkins configuration is now fully controlled by the 'configuration as code' plugin. The configuration is maintained at:
github.com:intel-sandbox/mesa_ci_config.git
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
