scripts/jenkins_get_offline_reasons: add script

This script will print a list of offline reasons for systems that were marked offline by humans. It's helpful to keep tabs on which systems are offline for debug (and were forgotten about), which systems need debug (and were forgotten about), or otherwise marked offline for other reasons (and were forgotten about).

The output of the script is like this: (gitlab comment formatting sucks, see commit message)
