Blorp: enable RCC RHWO optimization in resovle path

This change is used to fix a corner case in RCC and it need to disable
RCC RHWO in default but keep enabled in resovle path as explains
in GEN:BUG:1508744258.

If not enabled, it would hit GPU hang in some usage scenarios.
