Modesetting Driver Results in Black Screen on Intel HD4600

This seems to have appeared since XOrg 1.20 from what I can tell (roughly).
We've got several machines using the same cloned OS and they're all fine - both older and newer machines, e.g. Core2Duo boxes with "Series 4 Intel Graphics" and i5-6500 machines with "HD 530" graphics.
The problem is specifically with machines that have Intel i5-4690S processors (with HD 4600 iGPUs).
Xorg seems to start and stays running, but the screen remains black and isn't redrawn. Normally the text cursor can be seen still in the top left (it's not really there, it's just not been drawn over). Switching VTTYs from Xorg to a terminal then back will just result in an empty black screen.
Both machines tested (with the same CPUs) have 2 monitors connected. Xorg log from one of them attached.
The only thing I can see out of place in the logs is:
(EE) modeset(0): failed to set mode: Invalid argument
... repeated over and over.
The same machines, when loading the "intel" driver rather than "modesetting" work fine, but unfortunately the performance isn't as good so that's not a long-term option anyway.
