Xorg creates spurious XKB groups when initialized by hal

xorg.conf is expected to be clean. If the person has in /etc/default/console-setup (Ubuntu)

XKBLAYOUT="fr" XKBVARIANT="oss"

Instead of 1 group, xorg creates configuration with 4 groups! Running setxkbmap afterwards fixed the issue completely.
