Some external keyboard keys not working

Created attachment 84185 configuration file to swap caps and control on every keyboard
I'm not sure how to determine my Xorg version. My X server version is 1.13.0. My OS is Ubuntu 12.10 installed from a minimal CD.
My native laptop keyboard works fine. I swap Ctrl and Caps, and I want this to happen for each keyboard, so I've included the attached 60-swap.conf file to /usr/share/X11/xorg.conf.d
The problem is that some key combinations on the external USB keyboard don't work with the new configuration. Namely, the command Caps+Shift+{W,S, or X} doesn't fire a key event. If I run xev, the caps and shift modifiers seem to fire the correct events, but when I then press W, S, or X, no event is fired. If I use Ctrl instead of Caps, it works. I at first thought the locality of these characters indicated some wiring problem on my keyboard, but I see the same behavior with a different keyboard. Strange.
