Incorrect output from xgamma

I am running Linux Mint 17.1
Hoping to make a persistent correction to the gamma of my monitor, I created a new file: /etc/X11/xorg.conf with the following content:
Section "Monitor" Identifier "VGA1" Gamma 0.7 EndSection
When the system is restarted, the gamma has not been been changed (monitor colors still washed out). What is strange is the information presented in a terminal:
$ xgamma -> Red 0.700, Green 0.700, Blue 0.700
If I now issue the command:
$ xgamma -gamma 0.7 -> Red 0.700, Green 0.700, Blue 0.700 <- Red 0.700, Green 0.700, Blue 0.700
and now the gamma IS changed (visual change on monitor)!
Why would xgamma initially report untrue gamma values (as evidenced by the initial monitor output)?
