DPMS not disabled by xorg.conf.

Currently using Kubuntu 10.10 with X.Org X Server 1.10.4 (as reported by 'X -version' command' Your version numbering system(s) is(are) VERY confusing)
I have the NODPMS option in the Monitor section of xorg.conf. Upon startup, xset -q reports the following:
DPMS (Energy Star): Standby: 0 Suspend: 0 Off: 0 DPMS is Disabled
After some time (10 - 15 minutes or so) DPMS is turned back on by something. Xset -q reports:
DPMS (Energy Star): Standby: 26983 Suspend: 0 Off: 53966 DPMS is Enabled Monitor is On
This should not be happening. When DPMS is disabled in xorg.conf, nothing short of commenting out that option and restarting the server should be able to enable it.
