While using Safari, xterm windows spontaneously pop into foreground, obscuring the Safari window

Description

While using Safari, xterm windows spontaneously pop into foreground, obscuring the Safari window. This happens very frequently (every few seconds, sometimes). If any portion of the Safari window is available, I can click on that to bring it back to the foreground. If not, I have to CMD-TAB once to the previous application, then CMD-TAB back to Safari to get it to pop back into the foreground.

NOTE: while the xterm windows are in the foreground, Safari is actually the running app, not X11 (XQuartz).

I tried disabling Focus Follows Mouse and Focus on New Windows; the problem persists. At times it is so frequent that I can't can't any work done.

Version: 2.7.8 (xserver-1.16.4)
