Radeon fails to correctly initialise screen - turns off monitor then turns it back on with uniform colour

Xorg.0.log for first boot after fresh 12.04 install where monitor problem was experienced
This is a regression on my Radeon HD 6950 as when I installed Ubuntu 11.04 it was working however when I upgraded to 11.10 the problem started and it persists in a fresh install of Ubuntu 12.04. (Sorry I can't be more specific about when it started. If required I can boot into safe mode and pick up the version of the Radeon driver.)
When booting during the boot splash screen before any splash is shown the monitor switches itself off for a second then turns on again but instead of showing lightdm it shows a screen of a uniform colour that appears to be related to the colour of the background on lightdm. (I noticed that the colour in Ubuntu 11.10 was a purple colour however when I upgraded to 12.04 it switched to a brownish colour, I don't know what background lightdm in 12.04 uses but I suspect that it must be similar to this brownish colour.)
Switching to the terminal changes the uniform colour to black but does not display any text.
