Cannot adjust the acceleration of AlwaysCore pointer device

Description
I have a "CorePointer" device set up using the "synaptics" driver, and an "AlwaysCore" device set up using the "mouse" driver. I can easily control sensitivity, acceleration, and a long list of other settings for my Synaptics touchpad (the "CorePointer" device) using the special "synaptics" driver settings as well as using "xset m ...". But there does not seem to be a way of controlling the acceleration of my external mouse that is set to "AlwaysCore".
In order to have control over that, I have to set my external mouse as the "CorePointer". However, my external mouse isn't usually already connected to the computer when Xorg server starts, so I can't use "CorePointer" for my external mouse.
Xorg should provide a mechanism for adjusting the acceleration of "AlwaysCore" pointer devices, either via xorg.conf or xset.
