symbols/jp: ensure that only Shift+Capslock activates the Lock modifier
By default, the Lock modifier gets applied to the whole key that has the CapsLock symbol on it. Prevent this when the first level of the CAPS key gets used for the Eisu toggle by explicitly specifying that no action should be taken then. This also allows the CAPS key to be used for different purposes in other groups, for example as Compose.
This fixes issue #173.
