This is the implementation of the layout German E1 and E2 (DIN 2137-1:2018-12). See https://de.wikipedia.org/wiki/Tastaturbelegung
Still todo: add more signs to dead_doubleacute, dead_breve, dead_abovering, dead_hook, dead_horn, dead_belowmacron, dead_belowcomma, ...
But this happens not here, but there: https://gitlab.freedesktop.org/xorg/lib/libx11/-/blob/master/nls/en_US.UTF-8
For the time being the user could use my ~/.XCompose
