Have a standard way for users to specify which terminal should open .desktop applications with Terminal=true

The Desktop Entry Specification states only that the Terminal key controls "Whether the program runs in a terminal window." However, it does not specify how the terminal is launched. Specifically, it doesn't specify how a user can specify which terminal should be used to run the application.
