thumbnail-spec: Clarify Thumb::URI for shared thumbnail repositories

Description

Currently it’s a bit hard to work out from the specification what the Thumb::URI key in a thumbnail file is supposed to contain for thumbnails in a shared repository. Clarify that; patch coming.
