renderer/gles2: Assert we have expected extensions

Alexander Orzechowski requested to merge Nefsen402/wlroots:assert-gles2-extern-text into master

We expect GL_TEXTURE_EXTARNAL_OES to be supported or else such a texture wouldn't be able to be created in the first place.
