Draft: Display Tiling for DRM backend

This is a new MR to collect the old changes to support display tiling and be able to continue to work on this here on GitLab.

As of now only the old commits have been cherry-picked into this new branch and this is still WIP.

Outstanding: Merge the changes from the output-group branch and finalize this (get it working altogether...).
