output: add explicit sync support for layers

Follow-up issue for !4715 (merged)

We set IN_FENCE_FD for the primary plane but we're missing output layer support.

The cursor plane also doesn't support explicit sync atm, easiest would be to convert it to an output layer to get that for free.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
